SAIC is currently seeking a OE/SM Technical Lead to support a long-term contract with the Navy in San Diego California.

Description:

The individual will be assigned as top tier support for the Consolidated Afloat Network and Enterprise Services (CANES) HW1.2/SW3 Enterprise Operating Environment (OE) and Systems Management (SM) for Core Enterprise Services (CES). The individual will be responsible to provide technical leadership within a team of both government and industry in the planning, investigation, design, and implementation of physical and logical IT solutions having Enterprise-wide impact. Provide solutions that incorporate integration of digital encoding formats, line codes, and timing concepts across engineering disciplines and environments. Perform re-creation of issues, root cause analysis, impact assessment to HW/SW baselines. Engineer solution alternatives building cloud infrastructure to perform analysis across prototype (aka development), baseline and variant configurations. Facilitate solution development across multiple stakeholders including direct mentorship of junior team members to define, analyze, and provide solutions for the Fleet's voice, data, wireless, video, and image communications requirements. Lead efforts with outcomes that increase ship systems’ and warfighting resiliency and effectiveness while reducing materials and personnel costs.

Duties and Responsibilities:

- Perform general Systems and LAN/MAN/WAN administration capabilities, providing technical leadership in the integration and test of complex large-scale computer integrated networks in lab/cloud/simulated environments to resolve operational issues. Issue detection will be driven by monitoring, troubleshooting and documenting systems analyses using various diagnostic tools and includes oversight and direct execution of scheduling conversions and cutovers in coordination with network operation centers.

- Evaluate communication hardware and software, troubleshooting LAN/MAN/WAN and other network related problems, and providing technical expertise for performance and configuration of networks. This includes on-call support and production system troubleshooting aboard berthed Navy vessels. Develop technical, cost and schedule planning inputs as part of analyses outcomes and recommendations development. Engage in audits, configuration management activities and security assessments to quickly resolve configuration drift items and emergent security vulnerabilities. Ensure all solutions incorporate performance optimization and meet integrity and security compliance with DoD directives (e.g, RMF, STIG, IAVM, etc.).

- Utilize data driven approaches to establish and verify baseline capacity and performance against requirements and operational utilization to identify bottlenecks and perform future projections based on near real time data. Identify, analyze, and recommend new network administrative systems to ensure accurate network inventory including identifying and recommending new design tools for use in sustainment and engineering projects. Support planning, design and implementation of network management systems that monitor, diagnose, control, and measure performance of multiple communication networks.

- Employ data analytics, models and simulations to retroactively and proactively identify size and scope of impacts, variable isolation and provide predictive/proactive recommendations to ensure issues and related resolutions are resistant to the fundamental challenges of Navy Enterprise Networks and afloat platforms. Perform system integration; validation and verification, installation and configuration; and hardware and software validation. Efforts will be in accordance with existing and newly developed installation and configuration instructions, DoD acquisition, SETR, and vendor specific documentation to ensure resolution steps are repeatable, robust and effective for the system lifecycle. Develop and manage integral POA&Ms to provide detail schedule planning, coordination, and logistical tracking support for installation and maintenance requirements.

- Identify product modifications and effectively communicate desired requirements to industry.

- Deliver immaculate customer service during the assignment, operator or end-user engagement and resolution of trouble tickets. Align information across multiple subsystem and solution architect/engineer roles to maximize communication and collaboration facilitating expedited forward progress and momentum.

- Provide technical guidance and leadership to other team members. Develop/present training for local and enterprise teams.

- Utilize Visio expertise and CAD understanding prepare complex work prints and schematics to define and illustrate entire network structures and solutions.

- Ensure all activities are thoroughly documented for historical analysis and complete traceability. Stringently adhere to change and configuration management procedures. Ensure all documentation is completely and accurately updated and identified for creation, deprecation, modification or association actions.

Qualifications:
Basic Qualifications:

- Basic understanding of afloat and ashore-based Navy Communications and Network Infrastructure systems including operations, engineering and installation.

- Proven ability to effectively engage and collaborate with both technical and non-technical operations staff, industry representatives, tangential non-IT stakeholders and senior leadership.

- 10 years of progressive experience installing, testing, and direct operations execution at the highest support Tier. 1 year as a subject matter expert in each of mobility solutions, desktop platforms, networks and server platforms/architectures is highly desirable.

- 8 years performing installations and troubleshooting (including CASREP response) for timely and successful installation including hardware, software and network components. Tactical troubleshooting will include clear evidence of the ability to execute a structured troubleshooting thought process and proven ability to identify, track, analyze and solve both systemic and one-off issues.

- Proficiency in automation with significant capability leveraging Windows scripting languages (VBScript, PowerShell, etc.) and related tools (e.g., Ansible) for both repeatability and iterative troubleshooting efficiency.

- 5 years of experience in multi-domain, multi-site enclave enterprise scale environments with large scale uplifts and migrations/enclave merges required. Corresponding experience with disconnected, intermittent, low-bandwidth (DIL), ISNS and COMPOSE experience highly desirable.

- 5 years of experience in Cybersecurity solutions with a focus on integrating and embedding security in an enterprise architecture framework. Ability to identify all security controls and walk through each configuration, process or documentation item identifying security vulnerability scope, system functionality impact and appropriate mitigations fully articulating cost and other relevant factors tradeoffs.

- 2 years of experience working with cloud solution providers and direct utilization of cloud services is highly desirable.

- Industry Certifications:

- Minimum Security+, CISSP or CASP highly desirable.

- Have held at some point over the last 10 years: Cisco (e.g., CCNA or higher), Microsoft (MCSA 2008 or higher/later) and VMware (VCP VI3 or higher/later).

- Amazon Web Services (AWS) or Microsoft Azure certifications desirable.

- Secret clearance required.

- BA or BS degree.

- Excellent verbal and written communication skills.

- Proficiency in Microsoft Excel is required, Word, PowerPoint and MS Project is desired.
